Overview

In the realm of development and construction, navigating the costs associated with utility diversions with Undertakers (Utility Companies) can be daunting and at times, financially burdensome and a drain on your resources.

 

Our unique service offering at Paul Alexander is dedicated to ensuring that utility diversion charges are fair and just, adhering to the Electronic Communications Code 2017, The New Roads and Street Works Act 1991 (NRSWA) which is the governing bible and enshrined in law alongside the ‘Diversionary Works – Code of Practice’.

 

Our expertise in Diversionary Works allows us to do two things of which you can do either or both.

One: C3 and C4 Stage

Agree on your behalf with the Undertakers what is ‘Reasonable Costs’ within their quotations and agree a final scope of works and bill of materials.

 

On average, our typical diversion proposal received from our clients at the outset is around £183,000 currently with an average cost reduction (BEFORE the client has paid the C4 and we have completed our works with the Undertaker) of 62%.

The quotations take on average 12 working days to finalise with the Undertaker from receipt from client to reissue of ‘revised quotation’ back to the client.

Two: C9 Stage

If you have paid your C4 and the project is completed, you should receive a ‘Final Account’ (C9) from the Undertaker. They will never offer it; you need to request it.

 

This should detail any monies owed. We know of occasions where some clients have chased and demanded a C9 and they have had some success on getting a refund. The Undertakers do not like to issue them as they are audited on these.

 

Our mission, on your behalf is to identify and recover ‘Unreasonable Charges’ that might otherwise go uncontested.

 

These on average take a lot longer than the C3/4’s because they have already been paid and the Undertakers do not like release any monies owed. Around 3 – 4 months we are finding.

 

By law you have 6 six years to make a claim on any overpaid charges on a C9 completion.

In Summary

We can assist you with your C3 and C4s and have your quotation challenged and reduced before you pay, whilst working on any C9’s alongside where you may like us to investigate these also.

How It Works

Consider a typical scenario: a utility company issues a £250k quote for a diversion. Our teams assess the charges and determine a fair quote (‘Reasonable Costs’) should be £150k.

 

We then ensure a ‘revised quotation’ is issued by the Undertaker for the correct sum, returning the majority share to our client while retaining a portion as a fee for our services.
